ZoneAlarmを使っている環境でIRCにつなげられない、というのは7に限らずあるようだ。
検索してみたところ、Security SuiteだとIRCに接続しないようにする設定がある。
IM Security - Settings - Advanced - Uncheck Block IRC.
こうやって設定することでつなげられるようになるとのこと。
Free版の場合はどうすればよいのだろう?

Free版の対処法はこんな感じらしい。
1. Boot your computer into the Safe Mode. {Instructions if needed}
2. Navigate to the c:\windows\internet logs folder.
3. Delete the backup.rdb and iamdb.rdb files in the folder.
4.Reboot into the normal mode.
